Principal finding

USD 3.5 billion is a great deal of money and a small amount of navy. It buys five hulls in the 2030s, if it is borrowed, and none of the things that would make them a threat to the islands before then, which are crews, a landing ship, a tanker, torpedoes and the weather’s consent. The Department has revised the South Atlantic risk assessment by one review date, signed it, and asked the Bursar not to commission a fifth paper until something is launched.

The budget bill and its conditions, the Scorpène negotiations, the Brazilian programme’s dates, the state of the Argentine fleet, the loss of ARA San Juan, the Ushuaia base as announced and the costs are real and referenced. The Department, its Fellow, the Major, the Bursar and the form are not. The account that concluded the islands are Argentine is not named. Nothing in the paper is advice to either government.
